Kazakhstan switched to a single time zone, UTC+05:00, on March 1, 2024

Steps to Reproduce

1. Hit ⚙️ > Systems > General configuration page (https://<jira_site_url>/secure/admin/ViewApplicationProperties.jspa)
2. Click Edit Settings and select Almaty for the Default user time zone > Update

Expected Results

The correct timezone should be GMT+5 for Almaty

Actual Results

The current timezone for Almaty is GMT+6.

Workaround

Currently, you can select any other city that is GMT+5.
