Ability to choose to hide empty custom fields by default or not on issue view

      In the past, it was not possible to choose whether or not to hide empty custom fields - the functionality was addressed by enabling users to configure the issue layout within projects https://support.atlassian.com/jira-software-cloud/docs/configure-field-layout-in-the-issue-view/

      It would be useful to be able to modify the default behavior when hiding custom fields.
