Issue Summary

When German (Deutsch) is set as the Default Language, the Attachment icon goes missing from the comment field of the issue transition screen.

Steps to Reproduce

1. Change profile language to Deutsch.
2. Open any issue where the transition screen has an attachment field added.
3. Try to do the transition and see attachment icon missing.

Expected Results

Everything is translated with an attachment icon available 

Actual Results

Everything is translated but the Attachment icon is missing 

Workaround

Change the Default Language to English to have the icon
