"Remind people to update fields" does NOT make a field mandatory during transition

Issue Summary

On team-managed projects, the Remind people to update fields is how to make a field mandatory during transitions.

This has stopped working. The transition screen pops up with the selected fields, but the issue can be transitioned without adding values to the fields. 

Steps to Reproduce

1. Set up fields as described here:  Remind people to update fields 
2. Transition the issue
3. The screen pops up with the fields set in step1. 
4. Do not add any values
5. Transition issue. 

Expected Results

Cannot transition the issue to nest Status without adding values to the fields. 

Actual Results

The issue transitions to next Status even if the fields are left blank. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
