Problem

Creating a new issue by copying the attachment from another issue, throws an Attachment validation error, and a gap is created in the issue sequence.

Environment

Jira Service Management Cloud

Steps to Reproduce

1. Copy an internal comment with the attachment.
2. Refresh the page, open a new project, or open a new site in a different tab.
3. Click on Create New Ticket and paste the comment in the description.
4. It shows an Attachment Validation error and the key sequence is missed while creating a gap.

However, it shows no error if the page is not refreshed after copying the comment and pasting it. (Screen recording attached)

Expected Results

The behavior must be the same irrespective of the page being refreshed.

Actual Results

On refresh the content copied is gone and the system throws an error.
