Pop up connect to find people faster keep appearing

Issue Summary

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Go to any project
2. Click project settings > people > add people
3. The purple pop-in connect to find people faster appears
4. Click ok
5. Clear the cookies
6. Repeat the steps
7. Pop-in is there again
   

   Expected Results

Once you press ok the pop-in stops showing up.

Actual Results

A pop-in appears every day when you log in to Jira
