Issue Summary

Changing issue type redirects to Move Issue screen in TMP projects if the Reporter is optional

Steps to Reproduce

1. Create a Team-managed project.
2. Add Custom issue types
3. Ensure all issues have the same workflow.
4. Remove the Reporter field, save changes and add it back.
5. Save changes and notice the field is Optional
6. Change Issue type

Expected Results

The issue type had to be changed immediately as there are no required fields and they use the same workflow.

Actual Results

Redirected to the move screen and the fields are marked with a * are while they are not made required.
