Performance issue when loading a large number of permission schemes

Issue Summary

Performance issue when loading the permission scheme select page.

Steps to Reproduce

This issue can be seen by customers with a large number of permission schemes. To reproduce this issue:

1. Open project settings --> Permission
2. Click on Actions -->Use a different scheme 

OR

1. Alternatively, you can directly access the permission scheme select page by using this link https://xxxxxxxxxxxxxxx.net/secure/project/SelectProjectPermissionScheme!default.jspa?projectId=XXXX

Expected Results

Ideally, the page should load within approximately 2-3 seconds.

Actual Results

The page takes more than 20 seconds to load.

Workaround

we recommend using the REST API endpoint to associate a permission scheme:
