Ability to hide/disable the "Add People" button under the People page, from project admins

      Summary

      Currently, the "Add People" button is only visible to Project Administrators and Jira Administrators. As a Jira Administrator, I would like to be able to hide/disable the "Add People" button from Project Admins. 

      Workaround

      Currently, there is no workaround.
