Issue Summary

This is reproducible on Jira cloud : Yes

Steps to Reproduce

1. A user with Project Admin (but not global admin) permission tries to change the Project Lead in the details page
2. Project lead updates fail, resulting in the error "There was a network problem and the project details were not updated" as shown below
   
3. One another observation is, if the Project Category is added by default and If Jira admin }}removes  {{Project category and then if the user (with no jira admin privileges) updates the Project Lead it works as expected.

1. If the Project category is not removed then the user is not able to update the Project lead }}resulting in {{403 errors.

Expected Results

Project Admin should be able to edit the Project lead in the details page

Actual Results

Users with Jira Admin (global setting) privileges are only able to edit the Project lead.

Workaround

Request the Jira Admin to update the Project Lead details OR

Grant user Jira admin privileges to update the Project lead details and once the details are updated, revoke the Jira admin privileges.
