Issue Summary

Users without Jira Administrator access are landing on an invalid error message

Steps to Reproduce

1. Revoke Jira Administration access to site admins, and ensure granting product access.
2. Access Jira Settings from Atlassian Administration

Note that going directly to https://<site-url>/jira/settings/system/general-configuration will not reproduce this issue

Expected Results

Lack of administrator permission error is returned

Actual Results

After a while, a new error appears in the same tab.
