This is reproducible on Data Center: no

Steps to Reproduce

1. Create following issue layout:
   
2. Open the create issue dialog with the Javascript API:

AP.jira.openCreateIssueDialog(callback, {pid: 1234, issueType:1234, fields: []}); 

{{}}
 

Expected Results

Opened dialog contains all the fields from the layout including Parent. Just like it is when we open the dialog through UI:

Actual Results

There is no Parent field in the opened dialog
