Issue Summary

Deactivated users count against project roles

Steps to Reproduce

1. Add a user to a project role within a project
2. View the user count under the project role usage
3. Deactivate the same user as in step 1
4. Repeat the check of the project role usage
5. Observe how the user count is still 1

Expected Results

The initial result of the check should be 1 then 0 after the deactivation

Actual Results

The user count stays 1

Workaround

Reactivate the account, remove the role then deactivate the account.
