Issue Summary

The issue transition screens don't have a way to reference existing attachments on an issue after changing the personal settings language to Germany.

Steps to Reproduce

1. View an issue
2. Trigger a transition screen by changing the status (if configured)
3. Notice there's no "reference attachment" button when adding a new comment

Expected Results

The "reference attachment" button shows

Actual Results

The "reference attachment" button doesn't show after changing the personal settings language to Germany.

Workaround

Add a comment and reference existing attachments on Issue view instead of transition screens
