Issue Summary

The "More" dropdown menu in the top nav header will not close after clicking away from the menu. 

Steps to Reproduce

1. Reduce window viewport so the "More" button is rendered in DOM
2. Click into one of the links under the "More" dropdown menu, or simply click into whitespace on the page, shifting focus away from the menu
3. The menu is re-rendered even after clicking away

Expected Results

The dropdown menu closes after the element is no longer in the active state 

Actual Results

Dropdown menu re-renders itself and does not close  

Workaround

Refreshing the page resolves the problem
