Decoupling 'Browse Users and Groups' Global Permission and User Mention Notifications

      Issue Summary

      The current configuration in JIRA links the 'Browse Users and Groups' Global permission with the ability to mention users and trigger notifications. This causes a situation where, if a user does not have the 'Browse Users and Groups' permission, they are unable to mention others, and consequently, the mentioned users do not receive notifications. 

      In use cases where privacy is paramount, and clients cannot be allowed to see each other's names, this becomes a challenge. For instance, organizations working with multiple clients may need to restrict the 'Browse Users and Groups' permission to prevent visibility of all users across clients, but still require the ability to notify users through mentions. 

      This feature request proposes the decoupling of the 'Browse Users and Groups' permission and user mention notifications. The aim is to allow users to send notifications through mentions, regardless of their 'Browse Users and Groups' permission status. This will enhance privacy controls while ensuring effective communication and collaboration among users. 

      We believe this feature will be beneficial for many organizations that value client confidentiality and effective communication in their workflows.

      Steps to Reproduce

      1. Log in to Jira as User A.
      2. Navigate to an existing issue or create a new one.
      3. Try to mention User B in the comments section by typing '@' followed by their username.
      4. Notice that User B's name does not appear in the dropdown, indicating that User A does not have the 'Browse Users and Groups' global permission.
      5. Despite mentioning User B in the comment, observe that User B does not receive any notification about being mentioned in the issue.
      6. Log in as an Admin and grant User A the 'Browse Users and Groups' global permission.
      7. Log back in as User A and mention User B in a comment on the same issue.
      8. Observe that, now that User A has the 'Browse Users and Groups' permission, User B receives a notification about being mentioned.

      Expected Results

      1: User A should be able to mention User B in a comment by typing '@' followed by their username, regardless of whether User A has the 'Browse Users and Groups' global permission.

      2: Upon being mentioned by User A, User B should receive a notification alerting them of the mention, even if User A does not have the 'Browse Users and Groups' global permission.

      3: The 'Browse Users and Groups' global permission should control only the visibility of user names and groups, and not the ability to mention users and trigger notifications.

      4: Users should be able to maintain privacy and confidentiality while still being able to effectively communicate and collaborate through mentions and notifications. 

      5: The overall user experience and communication efficiency in Jira should be improved without compromising privacy and confidentiality.
