      Editing issue layout and other Project setting pages results in an error if the user does not have Browse projects permission

      Steps to Reproduce

      1. As a site admin, edit the permission scheme of your project so only a specific project role has the Browse Projects permission.
      2. Go to the Issue layout and then try to edit any layout.

      Expected Results

      The layout edit page opens

      Actual Results

      An error appears: "Something's gone wrong
      We couldn't load this issue type page. Try refreshing the page."

      Note:

      • This seems to be due to a recent change, as it was reported that it was not happening before with the same configuration.
      • This also seems to affect other pages in the Project settings, like the Apps > Slack integration page which shows an empty blank page if the user does not have the Browse projects permission.

      Workaround

      Add the user to the browse projects permission.
