Ability to filter/disable notifications by source or actor

Introduce the ability to filter or disable notifications by either source or actor.

This is especially useful for users who do not want to receive events that came from Automation for Jira rules, regardless of the actor.

This applies to both Jira Notifications and start.atlassian.com/notifications
