      Issue Summary

      Nowadays, the bulk operation progress bar is starting fully completed, despite the real progress being even 0%.

      Steps to Reproduce

      1. Just do any bulk action with some issues. See the video below.

      Expected Results

      The indicator bar should follow the real progress.
