Allow Jira Admins to disable "Safe Internal Notification" on HIPAA-compliant instances

      Currently with the HIPAA compliance settings you are allowed to turn off the Safe Customer Notifications, so certain information can be sent over to the customer for Jira Service Management projects

      This would be a great feature for the Jira Software projects or the ability to customize what information will be displayed on email notifications in Jira Software projects with HIPAA compliance enabled.
