Description
Issue Summary
The system field "Summary" will be presented within a tab when creating an issue, but always show at the top within the regular issue view. This creates an inconsistent experience. Users expect to be able to see summary outside of a tab when creating an issue, others may want it to always be within a tab.

Steps to Reproduce
- Configure a screen to have multiple tabs
- Create an issue - find the "Summary" field needs to be found within the tabs
- View the issue - see the summary field is up top.
Expected Results
Users can expect to have more control over the summary field, whether it's always outside of tabs, or always inside them. At the least, being able to set it to be outside of tabs would be helpful and consistent with the force-setting within the view screen.
Actual Results
Summary will be inside a tab when creating an issue, but at the top when viewing.
