Support parent-child relationships for levels higher than Epic when importing only one CSV

      Currently, when importing only one CSV file, it's not possible to create new issues with higher hierarchy levels than Epic (L1), i.e. L2, L3..., and link them to their child issues.

      As a customer, it'll be useful to have this possibility.

      Workaround:

      Import the higher levels first, and them reference them when importing the child issues.
