The Archive Button doesn't show up on the View all projects tab

      Issue Summary

      When the instance has only Jira Work Management (Premium), the archive project button doesn't appear on the View All Projects tab; it's only possible to archive them following these steps: 

      1. Project settings > Details > Three dots > Archive.

      Steps to Reproduce

      1. Select > Projects.
      2. Select > View all projects.
      3. Select the three dots.

      Expected Results

      Archiving projects by selecting the " Archive " button on the View All Projects screen.

      Actual Results

      There is no button to archive projects on this screen.

      Workaround

      To archive projects: 

      1. Project settings > Details > Three dots > Archive.
