Empty field in the Context fields not showing

      Issue Summary

      When you add a field in the Context fields part of your issue layout, and the field is empty, only users with edit permission can see the field.

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Go to a Jira issue
      2. Click Configure on the right bottom
      3. Move a field that is empty to the context field
      4. Save
      5. Log with a user that doesn't have edit permission in that issue
      6. Field disappear

      Expected Results

      The field should be visible since it's not under the line --hide when empty--

      Actual Results

      The field is not visible for users who don't have edit permission.
      If the field is in the description field, it will behave as expected (showing when empty) for users without edit permission

      Workaround

      Grant edit permission to the users
      Move the field to the description part of the layout
