Issue Summary

Time Tracking (Log Work) Date started value default to timezone set in System configuration, doesn't reflect the User personal preference

Steps to Reproduce

1. Set your Jira to a specific timezone under System -> General configuration
2. Set your user profile to a different timezone in https://id.atlassian.com/manage-profile/account-preferences?ref=jira&src=personalsettings
3. Whwn you try to log time you worked on the issue, Date Started shows the date and time set under General Configuration

Expected Results

The timestamp shows the logged-in user's current time

Actual Results

The timestamp shows the current time set in Jira General Configuration
