Add Epic field to Create Issue dialog box in next-gen

    Description

      As a Next-Gen project type User, I want to assign new issues to epics from the Create Issue dialog box. As it is, the "Epic" field isn't available for the dialog box, so after creating new issues I have to go back and manually update their Epic fields.
