Summary

It will be best to provide admins with the ability to specify which user groups can create projects under specific Jira Products.
Currently, all licensed users that are added to "Create team-managed project" permission are allowed to create projects in all products, which may not always be desirable in certain setups.

Use Case:

Consider a scenario where the JPD (Jira Product Discovery) creator is also a licensed user for another product like Jira Software (JSW) or Jira Work Management (JWM).
With the currently available configuration, it's not possible to limit these users from creating non-JPD projects within the Jira site.

The creators under the `jira-product-discovery-users` group also have permission to create other team-managed projects. This feature request aims to provide admins with more control over project creation permission
