504 gateway timeout on import of Project Role Actors

      Issue Summary

      Doing migration of JSM projects with a large number of Project Role actors leads to import timeout

      Steps to Reproduce

      1. Add more than 50K portal only agents/users against a project role on a service desk project. 
      2. Migrate the JSD project to cloud using JCMA

      Expected Results

      Migration should succeed 

      Actual Results

      The below exception is thrown in the atlassian-jira-migrations.log

      2023-09-07 19:16:46.253218 ERROR XXX project-import We couldn't import Project Role Association 10203.       Workaround

      Please reach out to Atlassian Support teams for investigation and a potential fix for this issue
