Issue Summary

Jira auto-suggests 100 labels in Jira Cloud. Users on the JWM project may or may not see any labels in the filter suggestion, if:

• The site has more than 100 labels
• The user doesn't have browse_project permission for all the projects associated with the first 100 labels suggested by Jira

Steps to Reproduce

1. Navigate to the JWM Project
2. Filter drop-down at the top-right of the board, list, calendar, or timeline view.
3. The label filter will suggest only labels they have permission to view from the first 100 labels, which could be 0.

Please note, that the suggested filter might work for a few users in the same site if they have access to all the projects associated with 100 labels.

Expected Results

All the labels from the specific JWM project should be listed under Filter > Labels

Actual Results

The label filter does not contain all labels for the JWM Project
