Searching for the full summary of an issue in Issue Link doesn't bring the issue when there are 20+ matches

Issue Summary

Searching for the full summary of an issue in Issue Link doesn't bring up the issue, when the match is more than the issue picker limit (20 issues).

Steps to Reproduce

Try searching for the full issue summary of an issue that contains numbers on the summary. This will bring up lots of similar issues. If you have a pattern to write your summaries, for example.

Expected Results

It should be the first option, the best match. Or at least bring the issue to the options.

Actual Results

The issue doesn't show up. 

Workaround

Try inserting the issue key instead, it should work.
