Description
After linking one issue to another with 'Relates To', if both of those issues are in the same export, and that export is used to Import back into the Site, it will create a duplicate 'Relates To' link on both issues.
How to Replicate
- Navigate to your Site and Create two Issues, TEST-1 and TEST-2.
- Using the 'Relates To' Link, link TEST-1 to TEST-2.
- Advanced Issue Search > JQL to include TEST-1 and TEST-2 > Ensure Linked Issues is selected as a column > Export to CSV > In the CSV you can see the Inward and Outward link:

- External System Import > CSV > > Select previously exported CSV File
- When users are required to Map the Fields, if the Inward and Outward Link are both mapped to the 'Link Relates' field, it creates a duplicate 'Relates To' link within the issue:

Workaround
Currently, the best workaround is to only Map one of the two links during the CSV import. Mapping both will cause duplication.
