Issue Summary

If you upload a CSV, and match one of the columns to the Flagged field in Jira, it is possible to create new values for that field, but you will not be able to remove any since the field is locked.

Environment

Jira Cloud.
 

Steps to Reproduce

• Prepare a CSV file such as this one: Flagged values import test.csv;
• Import via External System Import -> CSV;
• During the import, match the CSV column with the Flagged field:

Notice that that's a locked field, and it is not possible to edit it configuration:

Expected Results

It should not be possible to create new values to that field if you cannot remove them.

Actual Results

New values are created in the field, but it is not possible to remove them.

Workaround

Contact Atlassian Support to have the new values removed from the field.
