Json import does not reflect in multi-language

Issue Summary

JSON import does not reflect multi-language

Steps to Reproduce

1. create json file, that includes history about "due date" and "start date"
2. external import by using json
3. see created issue

Expected Results

In the issue, history should show
期日 -> 2022年12月01日
start date -> 2022年9月30日

Actual Results

written as below
due date -> 2022/12/01
start date -> 2022/9/30

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
