Highlight issues in requests view where issues have been updated.

      It would be cool in the portal requests view to be able to have a way to highlight issues which have new updates added to them since the issue was last viewed by the portal user.

      The ability to have unread messages appear differently in the requests page view (similar to an unread email) so that we know which jobs have something new in them for us to read or action
