Issue Summary

When turning off the settings "Contact Administrators Form" the settings (cog wheel) menu still shows the message "You do not have access to Jira settings or Atlassian admin, contact your Jira admin to grant you access."

Steps to Reproduce

1. As a Jira Admin go to Settings -> General Configuration -> Disable Contact Administrators Form
2. Login into your Jira Instance with your non-admin account 
3. Click on Settings (cog wheel) and see the drop-down setting menu 

Expected Results

The message should not be visible since the Jira contact admin form has been disabled.
