Create project-level notifications for components.

Problem :

It would be helpful to have notifications created for any changes (Create/Edit/Delete) done to components at the project level.

Why This Is Important

When admins have multiple Filters/Dashboards based on the Components filed, there is a huge dependency on those dashboards.

ex :

 If the project has components "C1", "C2" and "C2" and someone deletes/renames
"C2" and the current filter use this component, then it will be difficult to rebuild the filters without knowing what is changed.
