Currently, the following message displayed on "Contact Administrators Form" page if it's disabled.

Your Jira administrator has not yet configured this contact form. 

And, it's not possible to edit "Contact Administrators Message" field when this is disabled.

Please allow the ability to edit this field to show custom message when "Contact Administrators Form" is disabled.
