Issue Summary

Unnecessary scroll bars appearing on Project settings - Request Type/ Issue Type / Fields/ Workflow, admin screens and queue screen.

Steps to Reproduce

1. Make sure your system settings for scroll bar is either Automatic or set to always show scroll bar.
2. Go to Project Settings > Issue Types for any JSM project
3. Notice unnecessary horizontal and vertical scroll bar showing up.

Expected Results

Scroll bars should only show when page requires it. It should not be there by default.

Actual Results

Scroll bars are showing even though page doesn't require them.

Workaround

For MAC : Go to System settings > Appearance > Select When Scrolling show scroll bars.

No workaround available for Windows OS.
