Smart link of filter, JQL, or Issue List is rendered in Chinese

Steps to Reproduce

1. Find a link to a /issues/ URL such as
   1. https://<site name>.atlassian.net/issues/?filter=10005
   2. https://<site name>.atlassian.net/issues/?jql=order%20by%20created
   3. https://<site name>.atlassian.net/issues/
2. Paste it to the description field

Expected Results

Smart link renders it correctly

Actual Results

It is rendered in Chinese

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
