Issue Summary

When editing a workflow transition, the description of the transition does not appear in the hover tooltip. This absence of the description makes the transition less informative for users, significantly reducing its usefulness.

Steps to Reproduce

1. Open any workflow in edit mode.
2. Select any transition.
3. Click on "edit" to modify the transition.
4. Add a "description" for the transition.
5. Save the transition.
6. Save the workflow draft.
7. Select an issue in a status that has the edited transition.
8. Hover over the transition.

Expected Results

Upon hovering over the transition, the description of the workflow transition should appear in the hover tooltip. Alternatively, a modal similar to the one that appears with the "All" transition should display the description.

Actual Results

Currently, when hovering over the transition, only the name of the transition is displayed, and the description is not shown at all.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
