Custom fields of Text Field (single line) is not a Hyperlink for valid URIs

Issue Summary

Inconsistent behaviour is seen when adding URIs like `//domain/filepath`. Also, it is getting converted into a hyperlink.
 

Environment

Jira Cloud

Steps to Reproduce

1. Create a custom field of type Text Field (single line)
2. Add that field to the Screens of a Project
3. Create an Issue and try to add a URI without a dot eg: `//domain/file`

Expected Results

The value should be displaying as a hyperlink.

Actual Results

The value does not have a hyperlink

Notes

This ticket is primarily to highlight the inconsistency bug that CES-23117 talks about. However, it also mentions that text is getting converted to hyperlink. This is an expected behaviour, since valid URIs will get converted to hyperlinks for ease of use in the new Issue View. The Old Issue View does not have this feature.
