Issue Summary

When attempting to add a watcher to an issue, users are finding that the initial attempt does not succeed and may require multiple attempts for watcher to be added.

Steps to Reproduce

1. Open an issue
2. Click on the eye icon
3. Select Add watchers within the watchers menu
4. Type a name and select them from the list to add them
   • Note: we have this separate bug ticket logged for the UI issue with the overlapping text/icon: https://jira.atlassian.com/browse/JRACLOUD-80554 
5. Notice that the user is not added on the first try
6. The second attempt should work in most cases

Expected Results

Users should be able to select a user from the dropdown list and have them added as a watcher.

Actual Results

Selecting a user from the dropdown list does not add the user and the dropdown menu disappears

Workaround

Attempting to add the user again should work.
