Editing a Custom Field description does not update due to being overwritten by the Field Configuration

      Issue Summary

      Custom field description not updating after modifying it in the custom field settings, resulting in the previous description persisting. It has been observed that while some changes to descriptions in the custom field configuration pages are correctly applied to Field configurations, this is not the case for specific fields.

      Steps to Reproduce

      1. Created a custom field with a description and tested it on an issue screen.
      2. Edited the description field in the Custom Fields page.
      3. The issue screen continues to display the previous description.
      4. Verified that the description in both the Custom Field and Field Configuration differs after the update.
      5. Edited the custom field within the affected configuration in the Field Configuration page.
      6. The issue screen now reflects the updated description.

      Expected Results

      Considering that the purpose of the field description in the field configuration is to offer users the flexibility to override the original description for specific projects, I would expect all these descriptions to be empty in the field configurations by default, allowing the description from the custom fields configuration page to be displayed, unless a different description is set in the field configuration.

      Actual Results

      Changes to the field description are not applied after modifying the description in the custom field, resulting in the persistence of the previous description.

      Workaround

      1. Go to your Fields configuration page.
      2. For each field configuration, click on "Configure" in the actions column.
      3. Use the search box to find the custom field.
      4. Click on "Edit" in the actions column.
      5. Set the desired description or remove it completely.
      6. Click on the "Update" button.
