Restrict the ability to edit the custom fields in the view screen in jira plans

      The plan does not follow the configured View Screen permissions in Jira Software hence the fields that are not editable(which is only configured for the view screen) in Jira Software view are editable in Plan.

      Restricting the view/edit Permission in Plan would lead to all the fields becoming uneditable.
