Field Required Validator for "Request type" does not work on issue type change even if both the issues share same workflow

Issue Summary

Upon changing issue type ,if both issues share the same workflow having a validator.The validator does not work with the new issue type

Steps to Reproduce

1. In your JSM project create 2 issue type and make them share the same workflow ( for instance- default workflow )
2. Add a validator in workflow to validate the field required  for the field "Request type"
3. Change issue type to new issue (having same workflow as old issue type).
4. Try transitioning the issue to status where field required validator is set.

Expected Results

It should give error message as the required field is not filled in.

Actual Results

The transition occurs without any error
