Jira offers Workflow properties to control individual actions in specific statuses, and there 2 properties that control if an issue can be edited or not:

• jira.issue.editable = false
•  jira.permission.edit.denied

Any of the above locks the issue and can't be edited, including comments,

Expected behavior

The comments field should not display the Edit option because the actual Workflow Property

Actual behavior

Even with the non-editable property, comments show the Edit options to the users, but when they click Edit, they receive the error "We couldn't save your comment.
It might be empty or have invalid formatting. If you copy-pasted, try removing the formatting and adding it directly in the editor." causing confusion to the users.
