Say anyone in JIRA is potentially an assignee ('Assignable User' permission is granted to 'jira-user'). This results in a potentially massive list of people, for which the assignee select-list is an inappropriate mechanism for selecting one. It would be nice if JIRA knew how many potential assignees there are, and present either a select-list, or a user search interface, depending on the number of issues.
