Consistent placement of "Advanced issue search" on search dropdown

The option for "Advanced issue search" on the the search field is inconsistent. Depending on where it is being accessed, the option is displayed either on top or at the bottom of the dropdown (please see attachments).

It would create a better experience if the button is consistently placed in the same place across the Atlassian cloud.
