Issue Summary

Jira is not remembering the state of the left panel in the issue search. Jira is expanding the left panel involuntarily.

Steps to Reproduce

1. Navigate to https://INSTANCE.atlassian.net/issues/?filter=-2
2. Observe that Filters panel expands on the left.
3. Hover over right edge of Filters panel.
4. Observe that "<" button appears towards top of panel.
5. Hover over "<" button.
6. Observe that tooltip appears with the word Collapse.
7. Choose "<" button.
8. Observe that Filters panel collapses.
9. Refresh page using F5 key.
10. Observe that Filters panel expands again.

Expected Results

Jira will remember the state of the left panel in the issue search.

Actual Results

Jira is expanding the left panel involuntarily.

Workaround

Currently, there is no known workaround for this behavior.
