New Issue View fails to download single attachments when there are more than 170 attachments.

      Summary

      If you attach 170 plus attachments in an issue,the new issue view fails to download single attachment

      Steps to Reproduce

      1. Attach more than 170 attachments on an issue.
      2. Try to download single attachments. It doesn't download and throws 414 error

      Expected Results

      Single attachment should download.

      Actual Results

      Attachments don't download

      Workaround

       The current recommended workaround is to delete attachments until they fall under the 170 limit.
